Utility Billing | Financial Management

Utility Billing (Water, Sewer & Annual Dues)

Northwest Water Systems provides full-service utility billing while following each system’s established billing policies and bylaws.

Services include:

• Meter reading and data entry, when required
• Preparation and mailing of customer billing statements
• Processing customer payments with deposits made directly into the water system’s account
• Calculation and application of penalties, service charges, dues, and other authorized fees
• Monitoring and aging of accounts receivable
• Assistance with service suspension and lien filing when allowable under system policies and bylaws

 

For customer convenience, we provide a reliable and consistent point of contact for questions related to billing, account status, and payments. Billing statements include a detachable payment stub, and return envelopes are provided.

Financial Management

Northwest Water Systems also provides financial management services to support the administrative operations of your water system.

Services include:

• Maintaining a system checking account at a financial institution selected by NWS, with the goal of minimizing associated banking expenses
• Management of Accounts Payable within an established authorization limit
• Maintaining financial records using QuickBooks, available to the water system upon request or at scheduled reporting intervals
• Payroll processing, including submission of all required payroll taxes
• Payment of Public Utility Taxes when applicable (systems exceeding $2,000 in monthly revenue)
• Preparation of financial documentation for certified Public Accountant review prior to IRS submission
• Lien filing and release processing

Management

Since our inception in 1981, Northwest Water Systems has grown to become the geographically largest Satellite Management Agency (SMA) in Washington State. As of early 2017, more than 650 Group A and Group B Public Water Systems rely on our wide range of services to help manage and operate their vital water resources.

Our services include all required compliance reporting, cross-connection control services, water quality sample collection, valve and hydrant operation, system flushing, and other routine operations and maintenance activities.

Many water systems also utilize our engineering services for guidance, planning, and design to support their system’s ongoing needs.

Engineering

Northwest Water Systems provides a wide range of engineering and design.  Our technical engineering resources allow us to develop a comprehensive understanding of the relationship between the assessment of the infrastructure and the utility management implications.  That focus allows us to develop an in-depth knowledge that exceeds that of much larger engineering firms, while affording us the opportunity to provide the quality of service and attention to detail (not to mention, the lower overhead) of a smaller firm.
We are committed to making the best use of your existing infrastructure when designing an expansion, and have excellent rapport with the regulatory agencies to see the expansion through the approval process.  Our engineering and design services also include providing practical, accurate, and useful water system mapping and locating so that existing facilities can be found, utilized and understood in the course of day-to-day operations as well as during emergencies related to the water system.
